Due to the Covid-19 situation the implementation of the new exporter definition, that makes it impossible for non-EU (established) companies to act as exporter from the Netherlands, was postponed several times. With the most recent announcement of the Dutch Customs authorities (https://www.belastingdienst.nl/wps/wcm/connect/bldcontentnl/berichten/nieuws/douane/uitvoeraangifte-exporteur-hoeft-niet-in-unie-gevestigd-te-zijn), a final date for implementation seems to be set: from 1 October 2020 the exporter mentioned in the customs declaration must be an EU-established entity.
